Not everything that is refused is left laying around the post office.  It
depends on how it was sent.  Returned books, cassettes, CD's (club type
offerings) are sent back to the sender.  Things like free formula, magazines
and other JUNK mail that are refused are kept at the post office and given
out to organizations requesing that type of material.  So refusing formula
does not keep it from being given out to someone, it just gets it out of your
home.
