Dear Friends:

Suggesting to someone that they take X, whether it be an OverTheCounter
substance, or a homeopathic remedy or a medication or a specific diet is
prescribing.

Wikipedia does a nice job with the definition:

 In the case where Kerry wants to help her friend, it would be safest to
look up a specific medication to determine if it is compatible with
breastfeeding, in Hale or Briggs/Freeman/Yaffe or LACTMED.  Hale does
cover OTC substances, and, if one is a healthcare professional, can be
emailed directly through the forum on his website.

 Recommending a specific medication would be prescribing.
