IBLCE is considering removing the re-test requirement, so that you would re-cert by CERPs only.  They may be in a mood receptive to considering suggestions for emeritus status or choosing between re-certifying by CERPs or exam.  Now, I don't know about how they'd feel about removing the college courses--sigh--but it may be worth pointing out the flaw of expecting the entire world to have access to those specific college courses.
