I think that in the US it is assumed that one will nurse for a couple of
months (for which nursing clothes are of course required) and then
at some point move on to formula. If you look at the numbers, the
number of women who breastfeed exclusively and never give their kids
formula is very very small. Nursing clothes and formula are not mutually
exclusive.

This issue has been a problem in the bf community for a long time and
got the attention that this society thinks it deserves. However in the
last
number of months these practices have been revealed to be much more
widespread
and insidious than people were previously aware. One drug company TAP is
under
investigation for their practices. They are "voluntarily" cleaning up
their
act. I imagine that the investigations will continue and other companies
will follow suit in changing their practices. What remains to be seen is
what they will do next and how long it will take the public to catch on.

There have been several articles on this in the Boston Globe in the last
couple of months. Try searching under TAP violations and see what you
find.
I imagine other newspapers have also been reporting it.

I'm so glad that this issue is receiving more attnention. It's about time!
