I do not have the CDC and WHO documents you are referring to, but there is lots of interesting information on the effects of infant bathing at <http://www.tipslimited.co.uk/> and <http://www.sharontrotter.org.uk/#myWork> two websites of Sharon Trotter, and British midwife has has done lots of research on infant skin care.  Her recommendation is to only bathe with water (no soap, creams, etc) for the first month of life.
