I am sorry that I don't have any research to back up my opinion of why this 
would be a bad idea; only my gut reaction.  

I am assuming that this request is out there because pumps are such a part 
and parcel of 'maternal/child healthcare' in Western Industrialized society that 
it is assumed they are needed everywhere.
As Jean from South Africa pointed out, hand expression is perfectly 
acceptable and effective in her part of the world.  I am assuming these pumps 
would be to do things like relieve engorgement, etc. NOT to procure milk to 
store and feed to baby later.  That would be a Whole Other Bad Reason not to 
have them!
