Obviously I'm missing something, but I'm finding it hard to understand how
hospitals in the US can enter into contracts with formula manufacturers
which result in the provision of free formula to mothers when their
government has ratified the International Code of Marketing of Breastmilk
Substitutes. Is it not possible to wave the little blue book at them,
highlighting the relevant sections, and point out that this is a violation
of a Code accepted by their government?

they are a whole lot more subtle)
