How frustrating!  This is when I would really want to show up with the Infact
posters and really stun the ladies there - but that would not work
unfortunately.  I would use stuff about the Healthy 2000 objectives,
recommendations to bf 2 yrs and beyond,  health related statistics, and BFHI
- to get across that bf is important to the "powers that be", not just my
little group that wants to put up a display.  Also  there are lots of
material that shows the moms with the babes, but they are not necessarily
actually bf in the pictures.   I think you have to tread lightly with these
people and this mentality.
