In The Netherlands we choose week #40 (and I think some in Germany as well,
Belgium not), because August is a bad time to organise any events. People want
to go for vacation, bf workers, both lay and professional need some time
''off-topic''. Culturally speaking The Netherlands is just barely alive in
summertime. In september-october OTOH, people start looking out for the new
season to begin, new courses and programms to start, etc.
