I agree that there may be food sensitivities and other issues going  on.  I 
would also highly recommend that you refer this baby to a  knowledgeable 
Occupational Therapist, as it sounds like classic Sensory  Integration problems.  
OTs can diagnose and treat these things and the  younger the child is, the 
better success you will see.
 
Cathy Genna and I have both published articles on this about 5 years  ago.
