As Diane says, the donation of formula to the needy poses a great dilemma. 
I support a charity in Israel which supplies food and runs soup kitchens to 
those in need.  We have a huge immigration from distressed countries and 
whatever the government does (and it is more than most countries) is not 
enough.
Their latest link-up is with a formula company and their fund-raising 
leaflet asks for donations so that no baby will go hungry.  I go along with 
that, but wrote and suggested that they sponsor a project to co-ordinate all 
of our breastfeeding counsellors who are willing to donate some time to  be 
directed to poor homes where there are pregnant women and new mothers in 
order to help them breastfeed because the support in most hospitals and 
well-baby clinics is not sufficient.  This would cost a fraction of the cost 
of supplying formula and ensure that these babies are getting the best 
quality food.  Up to date I have had no reply.  Recently there was an appeal 
by telephone and when I got the call I replied that until they addressed 
this issue I would not participate.
This is a dilemma because all of us have a duty to help the needy and to 
make sure nobody in our country goes hungry.  There are other charities 
doing similar work so at present they get my support.
