Dear Laureen,
     Good question!  A lot of policy documents and research is currently
being cited, often by people who have not seen the originals!  (Some
research I'm aware of is being cited before it is completed, let along
peer-reviewed and published.)  While I don't have the WHO/UNICEF policy
document, I do have print out summaries of the relevant bits from the
12th International AIDS Conference (June), and other information.  It's
on-line on the Web - I need to check the address when I go home.  Give
me a few days as this is a busy week.
