Anyone in Miami like to let city officals know that unsolicited donations of infant formula are not going to help the people of Peru?

The below email (I sent to another well meaning collector) might assist. 

"I heard about your relief coordination work in relation to the earthquake in peru. I noticed that you included infant formula in the list of things that you want to collect. 
I would like to alert you to the problems that unsolicited donations of infant formula or powdered milk can cause in emergency situations. Usually when there is an emergency only a small amount of infant formula is needed and what is required is best sourced locally (where instructions etc will be in the local language). However, it is pretty common for people to think that a lot of formula is needed and so it often arrives at the emergency site in large quantities. Because such large quantities arrive it is often widely distributed and fed to babies who would otherwise be breastfed. This places these babies at risk of developing diarrhoeal illness and greatly increases the chance of death.
