The International Formula Council says that because the WHO Code is not law
in the US, they haven't broken any laws.

"However,  the voluntary code is not consistent with US law and policy, and
was therefore not adopted in the US.  Thus, US hospitals who distribute
formula samples are not in violation of the WHO Code."

They are muddying the waters. They have violated the WHO Code; they claim
because they haven't broken any US law, that they haven't.
