   I believe that the statement in article 5.3 qualificaiton is that ...
"must be voteing members in good standing...." look back to 3.4,,, coting
rights are for "individual members certified by the IBLCE"....

     While not stated as definitively as previously I think that the issue of
formula moneis would consititute a "conflict of interest"( article IX) which
must be submitted in removes ones voting privilidges....

         maybe someone from the board would like to respond?
