The dads have to submit to a blood test if they deny their paternity ( mother
has to get a court order) then they have to go to court to get child support.
If the dad doesn't work, he can't pay child support so that's that. He goes
free. If he gets a job, the mom has to go back to court to get a court order
for child support.Usually for a teen or a minumum wage worker it is about $35
/week. She is paying court and attorney costs up to this point. The judge may
order the father to pay court costs.  He is then ordered to pay child support
and then if he has not been given visitation, he gets that. Many moms don't
go for support because they don't want the father in the baby's or her life.
If he doesn't pay support, she has to go back to court for another court
order. If he gets behind in the payments, she may also request the court to
garnish his wages. At which point he probably will quit working and move to
another state or location. So she has to go to another jurisdiction and start
again.
The system is broke.
