Dear Friends:
 
Since 1997, the City of Philadelphia has had an ordinance protecting  
breastfeeding outside the home.
 
The Philadelphia Fair Practices Code, 9-1105 says:
    A. It shall be an unlawful public accommodations  practice;
        1) For any person being the  owner, lessee, proprietor, manager, 
superintendent, agent or employee of any  place of public accomodation, resort or 
amusement to:
            c)  Prohibit a breastfeeding mother or segregate a breastfeeding 
mother within any  public accomodation where she and her baby would otherwise 
be authorized to be,  irrespective of whether or not the nipple of the 
mother's breast is covered  during or incidental to breastfeeding.
 
The Philadelphia Department of Public Health has issued lovely wallet cards  
that cite the ordinance, and give some telephone numbers to call if needed. 
One  of the numbers is for the Philadelphia Commission on Human Relations.
 
I called that number a few weeks ago. I spoke with both an intake worker  and 
a supervisor. The intake worker said the same things as the  supervisor.
 
When a complaint is filed, an investigator is assigned. The investigator's  
primary goal is to educate and to seek some resolution such as creating a  
policy, training staff in the policy, offering an apology or some restitution.  
Failing that, the place of accomodation can be fined! However, education and  
training is the major focus of the investigation.
 
At least one case a year is filed; the supervisor didn't know if there were  
more, as these cases are filed in the Sexual Harassment file, instead of their 
 own file.
