WIC Programs are authorized to issue vouchers for Lactose-reduced milk to
those who need it.  This milk can be given to kids past the age of 12 months,
as well as adult participants.  "Food allergy" is a nutritional risk in most
programs-a nutritional need-one of the qualifications for receiving WIC.  The
other two qualifiers are income below the set level (set by the Federal Gov't
each year and then tweeked by the state) and residence in the state where one
receives their WIC certification.  In other words you can't live in New Jersey
and get your WIC in New York.  I believe that the income qualification in most
states is 185% of the poverty level set by the Federal Government.  This level
allows many families who are called the "working poor" to qualify even though
they may not financially qualify for other programs.
