Narcan works by occupying the receptor sites for opiates in the body,
competing effectively with opiates at said sites.  It reverses the
respiratory effects of morphine and its derivatives, which is why it is
given to respiratorily depressed newborns whose mothers have been given
opiate analgesia in labor.
Narcan reverses respiratory depression but it appears to have little or no
effect on other opiate side-effects, such as delayed and/or reduced rooting
and suckling behavior, so if a baby is breathing well while under the
influence of maternal analgesia for labor, it won't bring any added benefit
to use Narcan.  Skin to skin and lots of time are what helps the most in
that case.
If an opiate addict who has taken opiates, uses Narcan, it induces rapid and
long-lasting symptoms of drug withdrawal.
