My DIL had breast reduction surgery while in her teens and was told
that she would not be able to nurse. This proved not to be true. She
had a full milk supply for her first baby - in fact,  the problem was
OVERSUPPLY - and is currently tandem nursing her two sons.

I have noticed that a lot depends on how long it has been since the
mother had surgery. Giving the ducts and nerves time to grow back and
reconnect seems to be key. The other crucial factors are having access
to accurate information and support, and self-confidence. As I assured
my DIL, nursing a baby at her breast would not be a problem, even if
she needed to use a supplementing device. There is no way to tell
ahead of time how much milk a mother who is BFAR will be able to
deliver, but ANY milk is valuable, and the nurturing at the breast is
what is important.
