Amy,

I have two thoughts on your dilemma that I don't believe anyone has mentioned:

1)  Why did this IBCLC even offer to mentor you before she was re-certified?  I think that's the problem. 

2)  Could you really get the hours you need between the end of July and the end of September?

Neither is helpful to your current situation, but this person was never a potential mentor for the 2011 exam.  It's unfortunate that your time has been wasted, when you could have been looking for someone else.
