disproof the statement you posted.
Have you had a look at N. Bergman's site?
There is plenty of bibliography and perhaps, if you search carefully,
you may find something that may help you. I have just looked briefly at
it, so I am not sure whether you can find exactly what you are looking for.

I would also say that the statement you quote may have a very different
meaning and impact depending on the context. It might be a scientific
truth, for example, but in a informational brochure (without context)
may convey a very skewed message.... So I would not restrict my emphasis
on the "correctness" of information, but I would also consider its
relevance (and formulation) relative to other information given.
In this particular case, they may be saying that there is no scientific
evidence that skin to skin is more effective at birth than later. This,
in one context may mean that it is probably more effective but there is
not yet any scientific proof and the proof may be needed because it is
so important. In a different context the same statement may seem to
imply that it does not make any difference, and "please do not make such
a fuss about it".
