My husband just retired (this month) from the US Navy after 24 1/2 years of
active duty service as a JAG officer (lawyer).  We lived overseas 3 times;
once in Europe and twice in the Philippines; and traveled with our 4 young
children, one born while we lived in Italy.  I am not an expert on vaccines
for travel, but I am very doubtful that a spouse of an active duty member
would be required to receive the Anthrax vaccine, as that is quite a
contentious subject even for active duty members.  I know the world
situation has changed dramatically in the last few years, but I am even
doubtful that she would have to get the smallpox vaccination, as my children
were never vaccinated against smallpox even for going to a third world
country (although I personally had several different vaccinations before
moving to the Philippines before our children were born and had many, at
least it seemed like many as a 5 yr. old, before my parents, siblings and I
moved to Japan in the 1960's).  She, or her husband, needs to ask to see the
regulation that states that those vaccines are required.  My husband, who
just walked in, said that they can't require a non-active duty spouse to get
any vaccines.
