Jan, there could well be something else going on with this baby.  However, it has been my observation that babies born with a combination of epidural/forceps or vacuum tend to have a disorganised suck initially and the dyad needs extra assistance.  

I wonder if it's possible that an instrumental birth results in misalignment of the cranial bones (more so than would occur naturally) and this in turn interferes with the facial nerves?
