In some historical settings, sure.   In most, maybe all, jurisdictions in the
USA, no, because it is against the law to practice medicine without a
license.   But they can certainly practice some specialty without being
board-certified in it, as long as they can find patients gullible enough to
use them -- or who for whatever reason have faith in their skills despite
lack of board certification.

Because the law -- around here, at any rate -- doesn't include any licensing
procedure for LCs.

If you want to be licensed, lobby for that.   But pending that, you are not
in the same situation as doctors.   (or hairstylists, or used car dealers, or
lawyers, or etc)
