Kathy, I am sorry but to make a diagnosis of lactose intolerance on a baby based on giving lactose free formula is weak.  Lactose intolerance in babies is rare and is usually related to one of the positive PKU test results.
Instead of stopping mother's milk, you may want to investigate her milk production and pumping habits.  There may be a higher amount of lactose if she has a large production and the pumping is not getting to the hind milk well.
I'd also insist on a more exact test for this diagnosis.  The down side of this is putting the poor baby through more invasive tests.
