I cannot speak for Halal, but I looked up whether they were kosher
and it appears that they are not:

Specialized formulas, such as Nutramigen and Allimentum are hypo-
allergenic. Good Start is a partially hydrolyzed formula and is not
hypo-allergenic. Unfortunately, none of these products can bear Kosher
certification due to the fact that the enzymes used to hydrolyze the
milk proteins are not Kosher
http://www.star-k.org/kashrus/kk-thirst-formula.htm

However, " Important: While these infant formulas are not certified as
Kosher, the amount of non-kosher enzyme in them is quite small. If a
doctor recommends use of such products, a Rabbinic authority should be
consulted." http://www.kashrut.com/trade/trade_links/Enzyme_Primer_Industry/

So the short answer seems to be, no they are not kosher, for a longer
answer consult your rabbi.

Hope this helps.

Naomi
