I just could not believe this! so I went to the IBLCE site to see for  
myself, I cannot find it, ...where on the IBLCE site is this announcement?  ...under 
what heading?
 
can you give the url?
 
maybe the IBLCE site was hacked into and this announcement is some kind of  
crazy cyber-hoax.
