I am back from a lecture trip and prob. am responding late to the 9 week old
who has only gained 1 lb since birth.  Failure to thrive in the baby over 4
weeks can result from organic illness.  Baby should be carefully checked.
If blood work and urinalysis have been done and are ok, then swallowing
studies can be useful.  Babies who have respiratory or swallowing problems
learn to self-limit intake to protect themselves from pain during and after
feeding.  I have seen this many times.  Remember:  they don't just suck.
The feeding triade is suck/swallow/breathe.  Dysfunction in any aspect
creates inability to feed normally (which is defined as gaining well at
breast).
