Laurie,
As far as I am aware, Mississippi is not REQUIRING day care providers to provide formula. However, it recently came to my attention that some Day Care Centers (Early Head Start) are providing formula. It seems they do not feel confident in the parents' ability to provide correctly prepared bottles. This was brought to my attention by a member of our Childcare Licensing Staff, who just happened to ask the correct questions during a site visit.
