We never felt a need to aspirate our kids noses.  I used a warm washcloth to
gently wipe away any dried mucous, my husband used his smallest finger to
dislodge dried secretions from our little ones nostrils.
        I remember a college cultural anthropology class discussing liminal
substances - those fluids on the interface between our bodies and the
environment.  Interesting how our society views them as disgusting...some
other societies view them as dangerous. Nasal mucous is one of these.
