I agree with Nikki that this baby is probably missing mom and he wants to 
suck for comfort.  Also, Pat:  well-said.
It is obvious that the baby is being overfed.  The caregiver has a lot to 
learn about caring for a breastfed baby.  Is she willing?  If not, it is 
best to look for another.
So many of the suggestions already given are great:  sling use, learning to 
use a pacifier (happy human contact required here), bouncy chair or swing 
(take care baby feels safe and is not being overstimulated).  Perhaps the 
caregiver could learn about paced bottle feeding?  A daycare that operates 
caringly in the best interests of the babies and families it serves is worth 
much.
Thanks, Kathy, for mentioning the option of staying home with baby.  I can 
only imagine how different my life, and our children's lives, might have 
gone had my husband not suggested I "just stay home", twenty years ago, with 
our baby when I was trying to find decent daycare at zero hour/end of my 
maternity leave.   Yes, it was a financial adjustment for us, even though I 
was not even making much over minimum wage at my job at the time.  But when 
I looked at all the costs involved in continuing to work, not to mention the 
cost of daycare, it came out about even!
