Marsha et al,
   One thing that comes to mind is a program called Clinical Neonatal
Behavioral Assessment Scale or CLNBAS.  It's derived from Barry Brazelton's
longer form, Neonatal Behavioral A Scale.  It's main objective is to show
parents how amazing their newborn is from a behavioral perspective.  That
babies look towards voices they know, i.e., mother, father, that they can
habituate,i.e., can turn off repetitious, noxious stimuli when asleep,  they
can 'take a break' when they tire of an activity (they do this by sneezing,
shutting their eyes, etc), they can follow objects with their eyes, etc.  I
think for parents to be encouraged to find out these wonderful traits of
their babies can be more for parents to 'bond' to.
   When we had the seminar here with the personnel from Harvard, they took
us on a demo, into several rooms with mothers and babies (with permission
from the mother).  It was amazing to see how the parents faces lit up when
their baby turned their face and eyes toward their voice.  It was an
experience they won't forget!
   Anyway, I'm thinking that some of those ideas could be incorporated into
one or more of your 10 Steps.
