I read this report yesterday:

I thought it implied that the women were leaving their newborns( 28 weeks and up)  in the hospital for safe keeping. I would then assume there was little to no breastfeeding going on. The latest Red Cross emergency plan calls for the immed repair of water systems, and the Red Cross usually distributes infant formula ( at least in my area of the US)
