In Medical Microbiology, 4th ed, 1996 I found that staph epi can be 90% of skin flora.
Therefore, I don’t think the mother’s milk is a problem. If she has plugged areas, of course she should be working on resolution. And if the baby is sick and has a possible immune deficiency, she should be vigilant in  her handwashing and pumping hygiene. And exposing baby to cold viruses etc. Something to help a baby’s immune system: breastfeeding and breastmilk. I don’t see ow the formula could help.
