Don't know what negative flow means in this context, but reducing 
excessive  jaw excursions does require the baby to do something with the 
tongue instead to create negative pressure. They just can't always 
manage to get sufficient milk.
I prefer using a supplementer at breast that requires the baby to use 
suction. But I can see the utility of the jaw support, used carefully.
