Certainly why not look at the baby friendly in the community steps, there are new standards - they are downloadable from here

There are 7 steps for baby friendly in the community and having a policy [which obviously needs to be followed :-)] is the first step, if you can persuade them to work towards baby friendly, then having a policy is one thing less you will have to do before you commit, it may just need a bit of updating. Is your hospital committed or working towards baby friendly, if so it is sensible to go baby friendly in the community, if not, then they need to otherwise there will be fewer breastfeeding mums out there in the community, so whichever way it would be good

Can I ask what a "Children's Centre" is where you live? Is it some sort
of child care centre, or playgroup, or health care facility? Unless it's
specifically in the business of breastfeeding advice, I guess I can't
see that you need any specific breastfeeding policy other than "anyone
can breastfeed, anywhere they like, anyhow they like", and "no one
should harass anyone else for breastfeeding".
