I'd checking for Pierre Robin Sequence and having a swallow test done
(stridor is not to be ignored). In the meantime Dancer Hand position might
be worth a try.  It has the added benefit of allowing the baby to feed in an
upright position.  The trick will be to get the baby's head tipped far
enough back and Dancer Hand might be a way to do this.
