It sounds as if this baby might have more than just dairy problems.  I'd
suggest mom try going on a hypoallergenic diet, which consists of turkey,
rice, pears and potatoes.  Then, she can gradually add foods back in and see
how they affect his eczema. I did this diet with my second, and I would try
a new food every 4 days or so, and the change in his skin and symptoms would
be almost immediate. Also, with the dairy, she needs to be sure to avoid
derivatives such as casein, sodium caseinate, and whey, otherwise he's still
going to be getting the milk protein.

I would also have mom investigate the detergent she is using to launder his
clothes.  We had to experiment with many before settling on one that worked
and helped alleviate his skin problems (it was Sun and Earth's detergent
that we ultimately used).

And lastly, I would definitely suggest dumping any milk that was pumped
prior to the elimination of dairy.  The protein is still very much "alive
and kicking" even in frozen form.
