What about all the powdered formula given to low income mothers in the  US
by WIC? Any chance that WIC will change to liquid concentrate? Probably  not
because it costs more, it's not in the contract, or they would have  to
serve fewer families.
 
Actually, WIC gives different products based on each  agency. In Mississippi 
WIC provides liquid concentrate to most participants.  Powder is offered to 
partially breastfeeding babies, because it has a longer  shelf-life. Depends on 
the specs bid, etc.
The "special" formulas for sick children are where the  bulk of MS WICs 
formula money is spent. About 80% of formula costs are for these  "special" 
formulas. It is our goal to reduce this amount by encouraging these  mothers to 
breastfeed. Certifiers are being trained to ask - any mother who  comes in for a 
formula change, or who is experiencing problems, and being  prescribed a 
"special" formula - if they would be interested in speaking to a  Breastfeeding 
Program staff member about getting their infant to  breast.
It has been a slow process, but we are beginning to see  some results - at 
least an increase in mothers willing to discuss  re-lactation.
Of course, these efforts vary greatly by certification  site/staff....
