How often is the 12 month old nursing?  If she is still nursing at night often, this
alone would supress ovulation.

I would suggest to a mother to gently night wean before taking a drug like clomid.  I
would also talk to the mom about why the need to get pregnant so soon, and how hard it
would be to have two little ones in diapers, natural child spacing, etc.
