How about some kind of acryonym to help moms remember?  I came up with this one, which is short, but I think it gets in the most important messages:
B-Begin with a good milk supply and establish breastfeeding before introducing a pacifier 
A-Ask for help from an LC if baby is not feeding well.
B-Breast is best; offer breast for feeding and comfort before giving paci.  Do not use paci as a substitute for feeding.
Y-You are the best pacifier.  It is ok for baby to use you for comfort.  In case you cannot offer breast right away (driving, working, etc) always offer the breast as soon after as possible in case baby is hungry.

As you can see, this acronym spells BABY which most moms can remember.  Obviously the wording can be changed a bit, but at least its short and to the point.  What do you think?
