I don't know if this is the same as what I called "blisters," but if we
are talking about the same thing, I had them with my twins, starting
about two months postpartum.  Mine had a clear liquid escape from them
when they broke open (usually when the twins nursed, more rarely with
friction from clothing).  They were always on the tips of the nipples,
usually started in a groove.  It's the "10 days from formation to
healing" that sounded familiar, because that's how long it took mine.
Treatment:  I just grit my teeth.  My LC recommended (phone consult)
eliminating chocolate and peanut butter from my diet, which I did, and
I think may have helped.  As the babies got older, I saw them less
frequently, and had the last one when they were about 18 months old
(that's a long way off for your mom!).  Reassure your mom that,
assuming we're talking about the same thing, they probably won't go on
forever.  Pain is a negative M&M, however.  Less frequent nursing
helps, as does limiting the length of the feed.  These measures will be
easier to implement as the twins get older, so if she can just hang
on....
