Kathleen,
I have heard of this happening in NY as well.  It is a nightmare.  When scare tactics are used in place of solid information to educate, you know it is because that there is no solid information - so if in doubt, scare the hell out of people so they will do what you want - no questions asked.  
One of my pregnant moms told me last week that when she told her OB?GYN that she did not want the flu shot, he told her that she could easily die without it!  She was horrified and scared but still refused.  She said i knew he would give me a hard time but I didn't expect that.  Like I've said before - hard to believe they get paid for this.
