Some good points have been made in this thread. I would like to add a couple
thoughts.
Would the 12 mo old fiddle with the SNS or other tubing? It seems to be
something older babies do.
Also, fluid intake comes from foods as well as drinks. So soups, porridge,
oatmeal, even fruits, veggies, meats
do contain some of our fluid requirements. Can baby use a spoon to eat some
of these foods? What about a straw?

I think the main problem is that mother is worried that baby will wean, and
maybe even feels guilty about the new
pregnancy leading to a premature weaning of the first child. I would explore
these feelings with mom or via other mother support
network. Offer options and answer questions. Also offer tales of future
tandem nursing that may help mom to feel better about
this. Even if the child weans, the mother can provide her ebm in his
foods/drink.
But I think the mom really needs some emotional support.
