The NABA (National Alliance for Breastfeeding Advocacy) web site at

has very detailed, excellent suggestions for advocacy of
breastfeeding legislation and in general with all breastfeeding issues.
The La Leche League web site at http://www.lalecheleague.org/Law/

has information on current and proposed breastfeeding legislation in
the United States, as well as guidelines on writing such legislation. I
think it is important to review these resources in order to avoid
common pitfalls.

Barbara Wilson Clay and Janet Rourke will be speaking at the ILCA
Conference in San Diego on August 19, 2007 on "Lobbying to Pass
Breastfeeding Bills: The Experience of the Central Texas Healthy
Mothers Healthy Babies Legislative Committee". They will share
helpful information, I'm sure, but you could contact them if you
can't wait that long.
Another helpful resource is at http://www.ncsl.org/programs/health/
breast50.htm the web site of the National Conference of State
Legislatures. It has a summary of the breastfeeding laws in all 50
states of the USA. Sometimes legislators want to hear it from the
non-breastfeeding world (like other legislators). This is on their
own web site.
For guidelines in developing workplace support, setting up a
lactation room, sample policies for various settings, etc. take a
look at "Building Breastfeeding Friendly Communities in Wisconsin" at
http://dhfs.wisconsin.gov/health/Nutrition/Breastfeeding/
bffriendlycomm.htm The materials are free and downloadable.
The CDC had a State Breastfeeding Coalition teleconference
presentation on how they set up worksite support for breastfeeding.
It was titled "Building Lactation Support: CDC's Healthier Worksite
Initiative." It was presented by Katherine Shealy, MPH, IBCLC, RLC
and Angela D. Bland, MPH on October 10, 2006. The coordinator of
your State Breastfeeding Coalition should have information on that
teleconference - maybe a tape of it, or at least the handout that
went with it.
Arly Helm's Lactnet post of 2 July 2006 had some wonderful
suggestions for training staff on how to handle breastfeeding
situations at the Nevada County, CA fair. It was titled "Info for
county fair security and other personnel". It could serve as a model
for helping staff know how to more comfortably deal with challenges
or complaints about breastfeeding in public settings.
