The milk bank does exactly that, solid frozen bottles with dry ice in
styrofoam coolers.   The milk does well for at least 24 hours, so would need
to overnight ship it.
The milk can be in a deep freeze (-20F) a total of 12 months (I have been
told).  The milk bank containers are cheap at .12each,
and leakproof in a pressurized airplane, according to the website previously
posted.
