Kathy,
this very young mom needs parenting herself.  Is there a really good
foster home she and her baby could go to?  BF is not the problem here.
Parenting skills are.  I can't imagine how difficult it must be for a 14
y.o. to be parenting.  She probably doesn't have the skills or maturity
to handle a toddler.  Then again, many of us have very trying days with
toddlers, so why should we expect any more from her.

Yes, she should be making her child stay in the car seat even if she
cries.  No, she shouldn't be spanking the child for wanting to bf.  And,
yes, she should be receiving tons of praise for bf this long.  Most moms
don't even get to 16 mos.!!!!!!

Mom and baby need to be someplace where they can both be parented and
someone can show mom how to parent.  Yes, there are foster families like
this and child protective services needs to help out.
