In this past week I have received four copies of this message.  It has
been more than 6 months since I last saw this
circulating.  The FCC does not have a open comment period on phone
charges at the present time.

This E-mail is circulating the net at this time like the hoax virus
alerts.

Their is a related report to Congress on the legal status of Internet
service under the Telecommunications Act of 1996.
If you wish to comment on that please read the web pages so that your
comments will be pertinent.

I feel I should comment on this as it showed up on the network I help
administer and used up over 40 meg of disk space
in less than an hour.  This almost crashed our server as we were
critically low on disk space at the time. Please do not forward this
type of message without checking it out.
