Sounds like there are several reasons for the delay in abundant supply in this case, and I would consider the blood loss as a red herring.  The edema in the aftermath of blood loss and rehydration, the tongue-tie, and the initial separation are likely more important, especially in combination.  All these things are resolving and mother is already able to express 25 ml after feeds.  If the frenotomy has the desired effect, baby should be able to help out with getting production up to speed and she can cut back on pumping soon.  Time at breast is most important - so the plan of action sounds right on target to me.  Good luck to them, I would expect them to be fine and feeding without extraordinary measures in another week or so at most.
